Professional Background
Nelson is a senior Environmental Consultant involved in the fields of Environmental and Social Impact Assessments, Environmental and Social Audits, Environmental and Social Compliance Monitoring (Third Party), for Development Projects, including Water Supply and Sanitation. He holds a Master of Science Degree in Botany MSc. with a series of specialized trainings in mainstreaming environmental and social considerations into projects, plans and activities. He has over twenty (20) years’ experience in conducting Environmental and Social Impact Assessments (ESIAs), Environmental and Social Audits, preparation of Environmental and Social Management Frameworks (ESMFs), Third Party monitoring and several aspects of Natural Resource Management which he has gained through involvement in university teaching, consultancy and experience in the public sector. Nelson is the founder and Managing Director of JBN CONSULTS AND PLANNERS - UGANDA since 2013. JBN Consults and Planners Ltd is a private consulting firm registered in Uganda that provides integrated environmental & social assessment, engineering, and development consulting services in the Great Lakes Region. Mr. Omagor has as a Team Leader conducted E&S safeguards studies for a mix of development projects such as water and sanitation, highways/roads and bridges, agriculture projects, health, hydropower projects including transmission and distribution power projects, amongst others and Third Party Monitoring of Uganda Nile Bridge, Upgrade of Entebbe Airport Infrastructure & Construction of Kabuyanda Irrigation & Water Supply Infrastructure in Western Uganda. Nelson has worked as a Short Term Consultant with a number of International Multilateral Development Banks such as the World Bank Group, African Development Bank and is therefore conversant with a number of environmental and social safeguards policies and guidelines having applied them in his environmental assessments assignments.
Among these include: World Bank Environmental and Social Framework (ESF); IFC Performance Standards; AfDB E&S Assessment Procedures 2015 (ESAP); AfDB Integrated Safeguards Systems (ISS) 2013; JICA E&S Considerations (2010), including projects Financed by French Development Agency (AFD).
He has working experience in the following countries: Uganda, Burundi, Democratic Republic of Congo-DRC, Ghana, Kenya, Liberia,
Mozambique, Republic of Somaliland & Puntland, Somalia, Rwanda, Sierra Leone, Tanzania, Tunisia, Zambia and Zimbabwe.
