Professional Background

Mr Herbert Oule is a senior Environmental Consultant involved in the fields of Environmental and Social Impact Assessments, Environmental and Social Audits, Environmental and Social Compliance Monitoring (Third Party), for Development Projects, including Water Supply and Sanitation. He holds a Master’s Degree in Environmental and Energy Management (Speciality Environmental Management) from Cartesius Institute, University of Twente, The Netherlands September 2004; Bachelor of Science Degree in Forestry of
Makerere University – Uganda October 1999; a Diploma in Environmental Health Management (TailorDesigned Course) from Institute of Housing and Urban Development (IHS), The Netherlands – February 2003, and Professional Level Training Certificates, including a NEBOSH Certificate - Management of International Health and Safety and several work-based Trainings undertaken by the World Bank. He now has 22 years of professional experience in Environmental and Social Management in Africa and three months’ work placement with the Environment Agency in the United Kingdom (England and Wales).
Herbert is currently working with JBN CONSULTS AND PLANNERS-UGANDA as one of the Directors and a Chief Operating Officer, largely\r\nresponsible for E&S Technical and Quality Assurance of all the E&S Consultancy Assignments undertaken by the Firm. He worked with African\r\nDevelopment Bank (AfDB) as Sr. Environmental and Social Specialist from January – December 2021, covering 13 Countries in the Southern\r\nAfrica Region including Angola, and with the World Bank Group (WBG) as a Senior Environmental Specialist in Uganda, from Feb. 2013 – Dec.\r\n2020 where he led and supported a broad and evolving portfolio of lending and policy dialogue and participated in the preparation and\r\nsupervision of several large and complex-high risk projects with challenging safeguards issues, in the sectors of Water Supply and Sanitation,\r\nEnergy, Roads & Transport, Urban, Agriculture, Irrigation, Health, to mention but a few. Herbert offered E&S Safeguards cross-support to\r\ncomplex projects in Malawi, Mozambique and Kenya, mostly in the sectors of water supply and sanitation, energy, transport, agriculture.\r\nBesides safeguards work, Herbert was an Accredited Task Team Leader at the WBG. Herbert’s professional work started at the District Local\r\nGovernment level as a Senior Environmental Specialist in 2001-2005, then to National Environment Management Agency (NEMA) as Head of\r\nEnvironmental Inspections and Audit from 2005-2011, and Rural Electrification Agency as an Environmental Specialist 2011-2012. Herbert has\r\nan extensive experience in independent Monitoring of E&S risks in development projects, gained through the past 22 years working with\r\nGovernment Agencies, Multilateral Development Banks and the private Sector.
